Back in the day, we attached ban reasons.
I've had several accounts that had the ban reason: "Meph again.."

I'd wager that there is still record of them on PC Era, either in the /opencomments of some of my accounts, the openaccess log(if one still exists).
And those are from before 2006.

Relevant to the topic: It depends on the severity of your jail/ban.
In most cases, yes-- it does lower your possibility of being hired in the near future.
But if you learn from it, and straighten your act out for an agreeable period of time (we're talking years), and prove yourself a contributing member to society, your personal experience in neglecting the rules will give you the insight and ability to think like a crook; which could be a valuable trait to have as a staff member.

Yeahhh.
That sounds about the time I was unbanned on all 12+ accounts.
They figured, "Hell, he's been staff for a while now; might as well unban his accounts."

If I remember right, it was Mange who did it (shotoo2).

I don't think staffs are allowed to give out information of someone's account(even if it's YOUR account).
