You can always refund customs, just for half price. I think you get a full refund (I'm pretty sure this is what you're talking about) up to two hours after approval.
100% refund is for the 2 hours after we have approved it.
If something is wrong with the upload- such as transparency you will get a 100% refund if you report it to us.
If it a custom file that should not have been uploaded in the first place- you will only get a 50% refund.
