4k Hour Ganghat

Can the ganghat available to anybody in the Gang's team or allies (in hideout) be different than the original ganghat earned at 2k hours?

From what I understand, some gangs do get a different one for 4k but that means they get no 10k? gang hat prize. I may be wrong but that is what it looks like.

10000:00h is a hat for 5 and you can give the old hat for 10 members.

You can have a different one for 4k than 2k and still get a new one for 10k I believe its you don't get a new one for 10k if you got perm 4k hats like obsidian and gets.
