They have bases, so the gang that takes the zones base controls the color. If the gang is mostly gangster then its red, and opposite for cops. Green for neutral.

Basically the zone color depends on the align points(cop=blue, neutral=green, gangster=red).
Cop land is the only exception, it is always blue.
Take note that start zone can turn blue, red, green too.
It's very likely that the majority of the people with the same align color determine the color of the zone.

fun fact:align points can also determine the color of your name.
