It's blurry, dark, dull, and there needs to be lighter colours of blue if you want it to be neon.

Maybe your color scheme could be a little different?

The blue doesn't really fit.

The color is messy.
The blue just doesn't fit!

try different samples with different colors such as purple red etc and post down the best one over here.
Also try making it a bit more brighter..

i mean use red purp etc instead of the blue you added.

Why is their not 100% shown black?

Fix the blurriness, make the shading visible, and use one color.
Unless, if you can put another one.
