No, the scripter needs access to all the files, thus he can potentially delete all of them. Backups from my knowledge don't work either so that's not a solution.
As far as i understand, scripting doesnt necessarily need to be written right into the server, it can even be written at your local "Notes" app. Then the scripter can send this to a high staff and the staff just checks it.
