It's been on my mind for a long time, but what do I do after I get the Parsley from Drizzly and also after getting the garlic in the cemetery. If anyone knows anything or has more information please let me know, thanks. Or is the garlic a random spawn and rarely an item?

This quest you speak of is part of the old administration quest. There is probably no significance to this quest anymore.
