No, these gangs were allying. Rushing flag then willingly giving their allies the flag back and forth over and over so the real gangs basing couldn't even get in. Its illegal, not allowed there is no argument, if both gangs where rushing the flag at the same time ok, but they're not they are just giving back and forth because they're allied and the other gang playing by the rules is then screwed.
