like I said, if basing gangs did that with subs all day long to get unlimited food and freebies, it would be a problem (and you do get jailed/warned if you are caught doing this), this is giving them freebies AND hearts, seriously, foh with this crap.

just remove the basing/flag taking for hearts aspect all together, problem solved.
